I prefer #1 myself, although #2 is a definite possibility as well, since it is adding known buyers to your list.

The only problem with #1 is that you have to make sure that you have giveaway rights to the PLR package. Not all are offered with giveaway rights so you definitely need to read the rights that come with each specific PLR package that you plan on using.
